Step 1 : Go to Settings > Users
Step 2 : Click on '+ ADD TEAM MEMBER'
Step 3 : A new window will appear.
Fill the data about the new user, choose function Administrator and confirm by clicking 'ADD'
Step 4: New User Login data will be sent by email.
