Does the monthly lead limit refer to a submitted phone number or a call?

We only charge for executed calls, and that is if they are successful in the first place and also we use a threshold of 5 seconds call duration to classify a call as a successful one.

Any unsuccessful calls, or calls shorter than 5 seconds, will not be included in your calls count.
